Hence, this paper briefly reviews the e-government literature focusing on e-readiness, adoption, citizen engagement and performance and quality assessment frameworks. As e-government has become pivotal for development, it is essential to understand various frameworks available in the literature for evaluating a country’s e-government at different phases, from e-readiness to the realization of end benefits. The rapid development of digitalization has impelled countries to adopt electronic government (e-government) to improve quality and efficiency, reduce costs and establish transparency in their transactions with the citizens, thereby, strengthening the government-citizens relationship. Based on the findings, recommendations were made. Findings revealed that the university's overall e-readiness index was 2.57 while the indicators' indices were 3.3 for infrastructural availability, 2.2 for access to infrastructure, 1.5 for manpower availability, 2.57 for policy and regulatory framework and 3.3 for ICT deployment in the university's activities. Questionnaires and a coded sheet were the instruments used for data collection. The study population comprised two (2) University of Ibadan ICT project stakeholders, and six thousand, four hundred and thirty one academic staff and students.

An empirical case study research method was adopted.
